About this opportunity

The Georgia World Congress Center Authority is requesting proposals for design, construction, installation, implementation, operation, maintenance, and service of a centralized neutral host distributed antenna system (DAS) for the GWCC Signia by Hilton Hotel and Convention Center in Atlanta, with proposals due September 30, 2021 at 2:00 p.m. ET. A strict communication restriction prohibits interested firms from communicating about the solicitation with Authority staff, GWCC officials, or consultants except through formal question submission; finalists and apparent awardees are further barred from issuing public statements or press releases regarding their selection status, with violations subject to rejection.

The DAS will serve the approximately 1,000-key hotel and 75,000 square feet of meeting space located at 159 Northside Drive, Atlanta, Georgia. The system must provide enhanced commercial cellular wireless coverage across all current wireless frequencies and formats, include active powered signal-amplification elements, support known technologies, and deliver centralized 24/7/365 management at 99.9% availability. The contractor bears all costs for design, equipment procurement, infrastructure development, installation, and ongoing maintenance and monitoring. The contractor additionally manages carrier marketing, leasing, integration, and technology evolution including 5G rollout, with these costs offset through agreements with wireless service providers.

The initial contract term is nine years with renewal terms to be proposed by respondents. Commencement begins when the first carrier activates service. The Authority will provide recurring compensation based on the proposed scope. Respondents must propose a due diligence period for carrier marketing, testing, and permit acquisition during which the contractor may operate and market the indoor network.

The RFP strongly encourages M/WBE participation. Questions were due August 24, 2021. Addendum Two extended the original September 3, 2021 deadline to September 30, 2021. Respondents must acknowledge receipt of both Addendum One and Addendum Two prior to submission.
