About this opportunity
The City of Edinburg Solid Waste Management Department is requesting sealed bids for disposal services covering used waste oil, oil filters, lubricants, and batteries, with bids due September 8, 2026 at 3:00 p.m. and questions due August 28, 2026 at 3:00 p.m. A local-vendor preference under Texas Local Government Code Section 271.9051 applies to vendors whose principal place of business is within Edinburg and whose bids are within 5% of the lowest bid price.
The scope requires collection and disposal or recycling of five material streams: used waste oil, used oil filters, used lead acid batteries, used anti-freeze, and contaminated oil. The vendor must provide scheduled pickups at four designated locations—Solid Waste Management, Recycling Center, Utilities/Public Works/Parks and Recreation, and Fire Department—and respond to emergency requests within 24 hours. All materials must be counted or serviced with City staff present. Bidders submit per-gallon pricing and must clarify whether they will charge the City or pay the City for collection across each category. The vendor must be a registered transporter or processor with TCEQ registration numbers and provide copies of registration documentation at bid submission.
The contract runs from award through September 30, 2027. For contracts valued at $15,000 or more, the vendor must carry comprehensive general liability insurance with limits of $250,000 per person / $500,000 per occurrence and workers' compensation coverage, naming the City as an additional insured. The City may terminate with 30 days' written notice or 10 days' notice for breach, and retains the right to set off claims, defective services, environmental remediation costs, or tax liabilities against payment. A public bid opening occurs September 8, 2026 at 3:00 p.m. at City Hall. Bidders must submit a General Questionnaire, Litigation Disclosure, Conflict of Interest Disclosure, and certifications under House Bill 89, Senate Bill 13, and Senate Bill 19. The City reserves the right to reject all bids, award on a low-bid-per-item basis, or evaluate each material category as a separate bid.
