About this opportunity
Delta County, Colorado is seeking qualified communication tower firms to conduct a comprehensive inspection and documentation project for a critical public safety communications tower located at 555 Palmer Street. The Request for Quotes (RFQ-2025-4) specifically requires a detailed safety assessment of a 120-foot free-standing lattice tower constructed in 1985, which supports the State of Colorado Digital Trunked Radio System and local 9-1-1 dispatch services. Key deliverables include a tower climbing inspection to assess component integrity, checking bolt tightness, identifying structural defects, and creating comprehensive CAD as-built drawings using drone and alternative technologies. The project requires a thorough condition report and maintenance schedule, with detailed specifications on tower load capacity and potential equipment installation potential. Electronic quote submissions are due by Friday, October 10th at 5:00 pm through the BidNet portal, with work expected to be completed in October or November 2025 before winter weather conditions impede tower climbing. Evaluation criteria will focus on the most responsive bidder providing the best overall value, considering cost, timeline, service description, and the firm's capability to efficiently perform the required services.
The contract does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The tower currently has commercial value, with Verizon leasing space for cell phone LTE/5G antennas, which may impact potential bidder considerations. Insurance requirements are stringent, mandating comprehensive general liability coverage and professional liability insurance with specific monetary thresholds. While the exact budget is not disclosed, the project is funded in the 2025 budget with funds that must be expended by December 15, 2025. The tower serves multiple stakeholders, including public safety communications systems and commercial telecommunications providers, which suggests potential complexity in the inspection and documentation process. Prospective bidders will need to demonstrate technical expertise in communication tower assessments, drone surveying capabilities, and the ability to produce precise CAD documentation. The contract appears designed to ensure the continued operational integrity and safety of a critical communications infrastructure asset.
