About this file
This is a Request for Quotes (RFQ-2025-4) issued by Delta County, Colorado for a communications tower inspection and as-built plans project located at 555 Palmer Street. The county is seeking quotes from qualified communication tower firms to perform a comprehensive safety inspection of a 120-foot free-standing lattice tower built in 1985, which serves critical infrastructure for public safety communications, including the State of Colorado Digital Trunked Radio System (DTRS) and local 9-1-1 dispatch services. The quote submittal deadline is Friday, October 10th by 5:00 pm, with electronic submissions required through the BidNet portal. The project is budgeted in the 2025 budget, with funds that must be spent by December 15, 2025, and the desired timeline is to complete the work in October or November 2025 before winter weather makes tower climbing unsafe.
The scope of work includes climbing the tower to inspect component integrity, checking bolt tightness, identifying structural defects or safety concerns, and utilizing drone and other technologies to create detailed CAD as-built drawings. The tower also has commercial value, with Verizon leasing space for cell phone LTE/5G antennas. The county requires a comprehensive condition report and maintenance schedule, along with specifications on tower load capacity and potential for additional equipment installation. Insurance requirements include comprehensive general liability coverage and professional liability insurance, with specific monetary thresholds. The contract will be awarded to the most responsive bidder providing the best overall value, considering factors such as cost, timeline, service description, and the firm's ability to efficiently perform the required services.

Quote Parameters:
1.0 Project Summary:
1.1 Delta County owns a 120’ free standing lattice tower which is installed at 555 Palmer Street on the west side of the Delta County Detention Facility. The tower was built along with the Detention Facility/Sheriff’s Office administration in 1985 when the building housed the jail, administration and 9-1-1 dispatch. In 2024, the Sheriff’s Office administration and dispatch moved from the first floor of the detention facility to the former Delta Library next door at 211 W 6th Street. The communications tower is still active and used by Delta County 9-1-1 dispatch and is a communications site for the State of Colorado Digital Trunked Radio System
(DTRS).
1.2 Delta County is seeking quotes from qualified communication tower firms to perform a safety inspection and any immediate necessary maintenance on the tower. The tower is critical infrastructure for Delta County due to its public safety communications antennas for the state DTRS system and other public safety VHF antennas which directly service the 9-1-1 dispatch center and first responders in the Delta area.
1.3 In addition to public safety communications equipment, tower space is leased to Verizon who has cell phone LTE/5G antennas installed on the tower to provide cell service to the Delta community.
1.4 Delta County is seeking a communications tower firm which can perform the following scope of work on the tower at 555 Palmer Street:
1.4.1 Climb the tower and check the integrity of all components and ensure bolts are tight and basic maintenance on the tower and inspect for any structural defects or safety concerns in the tower or attached equipment.
1.4.2 Utilize a drone and/or other technologies to create detailed as built CAD drawings of the tower so the County has specifications on the tower, the load capacity and if additional equipment can be installed on the tower, etc.
1.4.3 Identify and report any immediate and/or future maintenance and repairs needed to the tower, its footers, and components and provide an overall condition report and maintenance schedule for county administration.
