About this opportunity
The Commonwealth of Kentucky Department of Veterans Affairs issued a Request for Bid (RFB 758) on June 25, 2021, for the procurement of two ultraviolet disinfection towers to be delivered to the Western Kentucky Veterans Center in Hanson, Kentucky. The solicitation seeks Safe Zone 850 Max UV towers or approved equivalent equipment specifically designed for disinfecting resident rooms in a 150-bed long-term skilled care nursing facility, with proven effectiveness against SARS-CoV-2, COVID-19, and other harmful bacteria and viruses. The required equipment must meet minimum specifications including 855 watts of power, 8,000-hour bulb life, a disinfection rate of one minute per square foot, and must include a wheeled base for room-to-room transport along with comprehensive warranty coverage for parts, remote, and base. Bidders proposing alternate brands or specifications must submit detailed descriptive literature demonstrating equivalency, or their bids will be deemed non-responsive. The bid solicitation required written vendor questions by June 30, 2021, at 10:00 AM ET, with bids due electronically through the Commonwealth eProcurement system by July 9, 2021, at 1:30 PM ET. Award will be made on a best value basis using a 90-point price weighting and 10-point delivery time weighting, with the lowest-priced bidder receiving maximum points and other bidders scored proportionally; delivery must be stated in specific working days, and late deliveries incur a one percent daily deduction from the vendor's invoice. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, and all line items must be bid or the response will be deemed non-responsive.
Kentucky resident bidders receive reciprocal preference equal to the preference given by the nonresident bidder's state of residency, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and eligible nonprofit organizations serving individuals with severe disabilities receive additional preference points. Vendors must be registered in the Vendor Self Service System (VSS) at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService at least 24 to 48 hours prior to bid submission and must comply with all affidavit requirements, including campaign finance compliance, tax registration, and boycott prohibitions as outlined in the Annual Affidavit documentation. All quotations must be submitted F.O.B. Destination Freight Prepaid and Allowed, with pricing excluding federal excise tax and Kentucky sales or use tax, and vendors must submit a Kentucky Tax Registration Application and, if applicable, a Certificate of Authority prior to award. The Commonwealth has not identified a specific contract value or budget range in the solicitation materials, and the contract will be awarded as a group to serve only the Kentucky Department of Veterans Affairs with no identified contract term or renewal options specified. The Commonwealth reserves the right to cancel the RFB if responses exceed available funding.
