About this opportunity
The Illinois Department of Corrections at Menard Correctional Center is requesting bids on liquid dish wash detergent concentrate under IFB 26-426DOC-MENAR-B-52034, with bids due July 13, 2026. A 2% Business Enterprise Program (BEP) goal applies under 30 ILCS 575 for businesses owned by minorities, women, and persons with disabilities; bidders must be BEP-certified at bid submission and submit a utilization plan demonstrating compliance or request a waiver with documented good-faith outreach efforts.
The scope covers concentrated formula suitable for institutional mechanical dishwashing, specified with clear orange appearance, light orange scent, 19% solids content, pH of +/– 0.5, effectiveness in hard water up to 150 ppm, and biodegradability. Product is packaged in 55-gallon drums. The facility requires 4,400 gallons (80 drums) per shipment, with estimated annual usage of 17,600 gallons and total contract volume of 52,800 gallons over three years. Vendors must provide a one-quart sample for approval prior to award. Deliveries are scheduled on an as-needed basis, Monday through Friday from 8 a.m. to 12 p.m., to the facility's receiving dock. Drivers must meet security requirements including no felony convictions, no firearms or weapons, and must remain in their vehicles while inside the secure perimeter; facility personnel will unload using dock equipment.
Pricing is firm for 90 days from bid opening. All deliveries are on an F.O.B. Destination basis with vendors responsible for transportation and handling. Vendors must maintain general commercial liability insurance of $1 million per occurrence and $2 million aggregate, auto liability insurance of $1 million per occurrence, and statutory worker's compensation insurance. The contract may be subject to federal funding disclosure upon award. Bids must be submitted electronically through BidBuy with all required vendor disclosures, Illinois certifications, and BEP utilization documentation. The state will award to the lowest priced responsive and responsible bidder. The previous contract (23-426DOC-MENAR-P-51870) expired May 23, 2026. A $15 administrative fee applies to the first payment for awarded vendors.
