About this opportunity

The University of Texas at Austin is soliciting proposals for a Construction Manager-at-Risk (CMAR) to manage the Disch-Falk Field and J. Dan Brown Player Performance Center Renovation project under RFP-CMR2000921-260003, with a Construction Cost Limitation of $9,400,000.00. The project scope encompasses comprehensive interior renovations across two levels of the facility, including the players locker room and lounge, restrooms, showers, mud room, equipment room, meeting rooms, classroom, athletic training and recovery space, nutrition facilities, and coaches/alumni locker rooms on Level 1, plus head coach offices, additional coaches offices, and conference room on Level 2. Respondents must submit proposals electronically through the Bonfire portal by April 20, 2026, at 2:30 PM Central Time, with a pre-submittal conference scheduled for April 7, 2026, at 10:45 AM, and a respondent question deadline of April 8, 2026, at 12:00 PM. Construction phase services are projected to commence June 2027 and continue for seven months, with substantial completion targeted for December 2027. Evaluation criteria include demonstrated ability to manage construction safety risks, proposed CMAR team qualifications and experience, past performance on representative CMAR projects within the past five years, ability to establish and control budgets within GMP constraints, ability to meet aggressive schedules, knowledge of current construction methodologies and best practices, ability to identify and resolve complex problems, and proposed warranty and service support programs. Required qualifications include comprehensive experience in construction management, proven safety management expertise meeting or exceeding OSHA standards, and familiarity with prevailing wage requirements, campus operational constraints, storm water pollution prevention, and extensive commissioning and closeout protocols as detailed in the university's Design and Construction Standards.

The procurement includes mandatory Veteran Heroes United in Business (VetHUB) Subcontracting Plan participation, with respondents required to demonstrate good faith efforts to utilize service-disabled veteran-owned businesses in subcontracting opportunities and to identify minimum two VetHUB centers and three or more certified VetHUB vendors for each identified subcontracting opportunity with at least seven working days' response time. No incumbent contractors or existing vendors are identified for this new CMAR selection. Respondents must comply with prevailing wage rate determinations for Travis County, with rates ranging from $14.16 to $39.71 per hour depending on trade classification, and must maintain comprehensive insurance coverage including workers' compensation, commercial general liability with minimum limits of $1,000,000 per occurrence, and participation in the Owner's Rolling Owner Controlled Insurance Program (ROCIP). Respondents must provide a security bond equal to five percent of the anticipated Guaranteed Maximum Price (GMP), estimated at $470,000.00 based on the Construction Cost Limitation. All contractors and subcontractors are required to comply with extensive technical specifications addressing project safety management with a dedicated Project Safety Coordinator maintaining full-time presence, storm water pollution prevention with TPDES and City of Austin compliance, comprehensive commissioning protocols following ASHRAE standards, and detailed project closeout procedures requiring as-built drawings, operating and maintenance manuals in heavy-duty binders, and asbestos certification. Award is anticipated for a single CMAR firm selected through competitive evaluation, with the contract value encompassing the separate pre-construction phase fee (not-to-exceed amount to be proposed by respondents), plus a percentage-based construction phase fee to be applied to the GMP following design development completion.
