About this opportunity
The City of Houston Housing and Community Development Department is soliciting proposals for disaster recovery rehabilitation and reconstruction services on low-to-moderate income owner-occupied single-family residences under RFP 2026-0013, with proposals due August 6, 2026 at 4:00 PM CT. The City intends to award multiple Master Contract Agreements with qualified contractors and has established a 29% M/WBE participation goal.
The scope encompasses two service tiers: Housing Rehabilitation (up to $100,000 per home) with completion required within 60 calendar days of Notice to Proceed, and Housing Reconstruction (up to $300,000 per home) with completion required within 120 calendar days. Work addresses damage from the 2024 Derecho and Hurricane Beryl. General Contractors will be assigned projects without separate bidding for each home and must obtain payment and performance bonds covering 100% of individual project costs, maintain 10% retainage, and provide two-year warranties on workmanship and materials and ten-year warranties on structural components. Proposers must demonstrate qualifications in disaster recovery rehabilitation and reconstruction, capacity to manage multiple simultaneous projects, bonding capacity, and compliance with applicable federal, state, and local codes including energy efficiency and green building standards.
The City will evaluate proposers on their ability to deliver services within the fixed compensation structure without exceptions and to demonstrate cost reasonableness and overall best value. Threshold requirements include no prior criminal convictions or civil judgments related to public contracts, current tax status with the City, and good standing status.
Funding is provided through Community Development Block Grant Disaster Recovery (CDBG-DR) funds authorized under the Disaster Relief Supplemental Appropriations Act of 2025 (Public Law 118-158), approved December 21, 2024. The contract term is three years with two optional one-year renewals at HCDD's discretion, with estimated award notification in September 2026 and contract start in October 2026.
A pre-proposal conference is scheduled for July 8, 2026 at 10:00 AM CST. Questions are due by July 15, 2026 at 4:00 PM CT.
