Bidders must have operated under the same legal name and TIN/FEIN for a minimum of five years and provide three references, at least two from government municipalities. No subcontracts are permitted. The contractor must mobilize within seventy-two hours of notification and maintain a twenty-four-hour point of contact during emergency operations.
Pricing must be firm for the contract duration and include transportation to Bartow, Florida. The City does not guarantee minimum work volume; purchases are made on an as-needed basis. Bidders submit unit costs for ten line items spanning standard fencing (1,000 linear feet) through swing gates (200 linear feet). Awards will be made to the two lowest responsive and responsible bidders considering vendor performance history, ability to meet timelines, financial resources, and workmanship quality.

The contractor must maintain commercial general liability insurance ($500,000 per occurrence), commercial automobile liability ($5 million per accident), and workers' compensation coverage. Questions are due August 11, 2026 at 4:00 p.m. Federal compliance includes Davis-Bacon Act wages (construction over $2,000), Equal Employment Opportunity regulations, Contract Work Hours and Safety Standards Act (contracts over $100,000), Clean Air and Federal Water Pollution Control Act standards (over $150,000), debarment certifications, Byrd Anti-Lobbying Amendment compliance (over $100,000), and domestic preference for American materials. Payment follows the Florida Prompt Payment Act within 45 days.
