SECTION 1: INTRODUCTION AND BACKGROUND INFORMATION
1.1. Purpose of Solicitation
The City of Bartow, Florida ("City”) is actively seeking proposals from pre-qualified contractors capable of responding rapidly to repair or replace damaged fencing and gates following hurricanes, tropical storms, tornadoes, flooding events, or other emergencies. The contract establishes predetermined pricing and response expectations, allowing repairs to begin immediately after an event without the delays associated with emergency procurement. This ensures damaged areas can be secured quickly to protect public safety and limit unauthorized access to City facilities.
The City intends to be reimbursed by FEMA and as such, all requirements of the federal award are applicable to the Successful Proposer, sub-consultant, and any material suppliers. All services must be performed in accordance with applicable Federal, State and Local regulations. Reference separate attachment – Federal Clauses (FEMA). To optimize availability and service quality, the City may award contracts to up to two vendors to be utilized based on price and availability.
1.2. City Background Information
The City of Bartow, through its Parks, Recreation & Cultural Arts Department and other municipal operations, maintains a diverse inventory of fencing and gate assets throughout the community. These assets include fencing at parks, athletic complexes, recreational facilities, utility sites, maintenance facilities, public buildings, and other City-owned properties. Due to Florida's geographic location and susceptibility to hurricanes, tropical storms, severe thunderstorms, tornadoes, and flooding events, fencing infrastructure is vulnerable to significant damage that can create safety hazards, security concerns, and operational disruptions.
Following a disaster event, the City's ability to rapidly secure damaged facilities is critical to protecting public property, preventing unauthorized access, and restoring services to residents. Damaged fencing can expose athletic fields, playgrounds, maintenance yards, utility infrastructure, and other sensitive areas to increased risk. Traditional procurement methods can delay response efforts during emergency situations, making it essential for the City to establish a contractual relationship with qualified contractors that can mobilize quickly and perform repairs or replacements efficiently.
The City is seeking a contractor that demonstrates not only the technical capability to repair and replace a variety of fencing systems but also the operational capacity to respond during emergency conditions. Vendors that can provide rapid mobilization, maintain access to materials during regional disaster recovery efforts, communicate effectively throughout the repair process, and scale operations to address multiple damaged locations simultaneously will be viewed favorably. A successful contractor will function as a recovery partner to the City, helping restore safety, security, and normal operations as quickly as possible while maintaining high-quality workmanship and cost-effective service delivery.
