About this opportunity

Lanier County, Georgia is seeking proposals for Disaster Debris Management and Removal Services through RFP #2024-001, targeting comprehensive post-disaster recovery capabilities. The procurement seeks an on-call contractor to provide emergency services including road clearance, right-of-way debris management, hazardous tree/stump removal, private property debris removal, demolition services, and waterway debris clearing. Contractors must demonstrate a minimum of five years' experience in debris collection and disposal, extensive knowledge of FEMA recovery programs, and the ability to provide owned equipment. The RFP requires contractors to submit detailed unit pricing for various debris management services and provide three references from similar projects. Proposal evaluation will be conducted across five key areas: firm qualifications (20%), past project experience (20%), key personnel (20%), project understanding/approach (25%), and cost proposal (15%). Critical dates include a January 13, 2025 deadline for submitting questions and a proposal due date of January 29, 2025 at 4:00 PM local time. The initial contract term is three years with potential for two one-year renewals, extending to a maximum five-year period.

The RFP does not explicitly specify set-aside designations for disadvantaged business enterprises. Contractors must demonstrate a $5 million bonding capacity and will be required to provide performance and payment bonds equal to 100% of task order values. While no incumbent vendors are mentioned, the solicitation includes provisions for federally assisted projects and FEMA requirements, indicating potential federal funding involvement. The procurement allows for task orders that may extend beyond the 60-month contract term to ensure completion of active debris management activities. Although specific budget ranges are not detailed, the comprehensive nature of the services and the requirement for extensive equipment and personnel suggest a significant potential contract value. The contract will enable Lanier County to rapidly respond to disaster events with pre-qualified, capable debris management services, ensuring efficient recovery and restoration of county infrastructure.
