About this opportunity

The City of Gulf Breeze is requesting sealed bids for directional boring, trenching, underground utility installation and repair, emergency response, and related restoration services on an as-needed, unit-price basis for the City's Natural Gas Utility and the Gulf Breeze Regional Water System, with bids due November 5, 2026. The City intends to award multiple, non-exclusive Unit-Price Agreements to a minimum of three responsive and responsible contractors, provided sufficient qualified bids are received.

Services are located at 1070 Shoreline Drive, Gulf Breeze, Florida 32561, serving Santa Rosa County and Harold CDP. The procurement is structured as an as-needed, unit-price model rather than a lump-sum contract, which allows the City to engage multiple contractors simultaneously for various projects and emergency situations.

A non-mandatory pre-bid meeting is scheduled for October 15, 2026, at 9:00 A.M. CST, with both in-person and virtual conferencing options available. Questions must be submitted through QuestCDN by 4:00 P.M. CST on October 30, 2026. Sealed bids will be publicly opened and read aloud at Gulf Breeze City Hall in Council Chambers at 2:00 P.M. CST on November 5.

Bid documents are available through QuestCDN with a download delivery fee of $22.00 and an online bidding fee of $42.00; registration and payment of applicable fees are required to download documents and submit a bid, though documents may be viewed at no charge. The primary contact is Spring Renton, Procurement Officer, at procurement@gulfbreezefl.gov or 850-203-6039.
