About this opportunity
The Alaska Native Tribal Health Consortium (ANTHC) Division of Environmental Health and Engineering has issued Request for Quotation #ANTHC 25-Q-394910 for a residential well and septic system installation project in the Dillingham Census Area. The procurement specifically targets the Louise Egeland residence at 2819 Squaw Creek Road, requiring comprehensive infrastructure improvements including well drilling to approximately 150 feet, installation of a well screen, pressure system, water service lines, and a complete conventional septic system. Contractors must provide all labor, materials, equipment, and services to execute the project, which includes specialized Arctic construction requirements such as heat trace systems, Arctic insulation, and freeze protection measures. Quotes are due by 10:00 a.m. Alaska Time on August 14, 2025, through the Bonfire portal, with a substantial completion date of June 30, 2026, and final completion by July 31, 2026. Successful bidders must possess an Alaska residential electrician license, comply with federal contracting requirements, and provide extensive documentation including daily logs, photo documentation, well logs, water test results, and as-built drawings.
The contract includes a 10% Alaska Native/American Indian bidder preference for contracts under $500,000, with specific opportunities for Indigenous contractors. The anticipated project value ranges from $100,000 to $150,000, with payment structured through unit prices and lump sum amounts for system installations. Contractors must complete ANTHC Representations and Certifications forms to qualify for the Native preference and must meet various compliance requirements including background checks, insurance specifications, and environmental protections. The project is federally funded and subject to applicable federal contracting regulations, with a 10% retainage held until substantial completion. Bidders must provide bid security, contractor's license documentation, and certifications regarding business practices, drug-free workplace compliance, and anti-collusion measures. The work involves replacing existing abandoned septic infrastructure and installing a new system designed to accommodate challenging silty soil conditions with specialized percolation enhancements.
