About this opportunity
The San Mateo County Department of Parks is issuing a Request for Proposals (RFP) for hazard tree mitigation services to address public safety concerns in unincorporated areas of La Honda and Loma Mar, California. The procurement seeks qualified contractors to mitigate thirty-one (31) hazard trees comprising nineteen (19) prunings and twelve (12) removals located across Sam McDonald Park, Memorial County Park, and Pescadero Creek Park. Key objectives include enhancing public safety by removing or pruning trees near high-use areas and critical infrastructure while protecting visitors, vehicles, natural resources, and park infrastructure. Deliverables must include completion of all mitigation work by May 21, 2026, with pricing submitted on a line-item basis using unique ID codes for each tree operation plus a single traffic control line item through the OpenGov Procurement portal. Minimum qualifications require submission of a W-9 form (if applicable), proof of $1,000,000 Comprehensive General Liability and Motor Vehicle Liability insurance, prevailing wage compliance verification, and confirmation that at least one staff member holds International Society of Arboriculture (ISA) certification. The evaluation process employs a two-phase approach with Phase 1 assessing project approach and schedule on a Pass/Fail basis, and Phase 2 evaluating pricing on a Pass/Fail basis. A non-mandatory pre-proposal meeting is scheduled for April 27, 2026, at 9:00 AM at Sam McDonald Park Parking Lot (13435 Pescadero Creek Rd, Loma Mar, CA 94021), with proposals due by 6:00 PM on April 30, 2026, and contract award anticipated for May 1, 2026.
San Mateo County applies a local business preference ordinance that provides advantages to businesses headquartered within San Mateo County, as well as to local non-profits, small businesses, and micro businesses holding appropriate certifications; however, the County reserves the right to waive or apply local preferences at its discretion. No incumbent contractor is identified for this project. Bidders unable to attend the pre-proposal meeting may access trees through public trails but will not receive vehicle access to gated areas and campgrounds, which may impact project logistics and scheduling. The contract term is limited to one (1) month, with all work required to be completed by May 21, 2026. No specific budget range or award value is provided in the procurement documents, as pricing will be evaluated based on contractor submissions of line-item costs for each mitigation operation.
Opportunity text
The San Mateo County (SMC) Department of Parks is here to provide the public with recreational opportunities in a safe and effective manner, and to protect and enhance the natural resources of the County.
SMC Parks operate 24 separate parks, encompassing over 16,000 acres, and 190 miles of county and local trails. Parks are located throughout the County and represent a wide variety of natural settings including a coastside marine reserve, a bayside recreational area, coastal mountain woodland areas, and urban site. Approximately 3 million visitors utilize the various trails and parks maintained by SMC.
Furthermore, to improve access and public safety, SMC Parks manages hazard trees located near high use area and critical infrastructure. Multiple trees have been identified on Parks land for hazard tree mitigation. Safely mitigating the hazard trees, while avoiding surrounding valuable targets, such as visitors, vehicles, natural resources, and infrastructure, is critical to establishing a successful project. The hazard trees are located in La Honda and Loma Mar. A total of thirty-one (31) trees are being requested for hazard tree mitigation, this includes nineteen (19) tree prunings and twelve (12) removals.
