About this opportunity
The University of Wisconsin-Madison Purchasing Services is seeking bids for seven digitizer units for the Wisconsin Plasma Physics Laboratory's Madison Symmetric Torus (MST) research facility. The procurement requires digitizers with specific technical specifications, including sampling rates ranging from 200 kHz to 80 MHz, channel counts between 8 and 128, and features such as VHDCI or lemo signal connectors, Ethernet connectivity, external clock and trigger signal acceptance, and Linux host systems with MDSplus functionality. Bidders must submit two hard copies of completed bids to the Purchasing Services office at 21 N Park Street, Suite 6101, Madison, WI 53715-1218, with a strict deadline of September 17, 2018, at 2:00 p.m. CDT. Written questions were due by September 10, 2018, and site visits could be arranged by contacting Alex Squitieri at 608-265-9150. The University reserves the right to conduct product demonstrations and on-site evaluations, with award determination based on the lowest extended net total bid deemed to be in the University's best interest.
The contract encourages participation from Minority Business Enterprise, Woman-Owned Business, and Disabled Veteran-Owned Business contractors, who may receive preference if their bids are within 5 percent of the apparent low bid. Bidders must be original manufacturers, authorized distributors, or dealers authorized by the manufacturer with service and repair capabilities. A minimum two-year warranty is required, with maintenance and repair services to be provided on-site unless University approval is granted for off-site work. Vendors must submit Vendor Information Forms, client reference lists with three comparable institutions, and certification of not being debarred from federal contracts. Bid prices must be submitted on an F.O.B. Destination basis, including all packing, freight, insurance charges, and installation/operation manuals, with payment terms of Net 30 days following acceptance and verification of specifications and performance requirements. The University qualifies for governmental and educational discounts, which must be reflected in unit pricing. Service call requirements include acknowledgment by noon the following workday and complete service within 72 hours, with all maintenance to be completed within two weeks or accompanied by progress reports.
