About this opportunity

The Hawaii Department of Health is requesting proposals for digital imaging X-ray services to support tuberculosis screening and testing operations in Maui County, with proposals due September 23, 2026. Vendors must be Hawaii Compliance Express (HCE) compliant at the time of award — a mandatory compliance filter.

The scope is an indefinite quantity contract to provide digital chest X-ray imaging services for individuals suspected of latent or active tuberculosis disease. The anticipated service volume is approximately 450 single-view chest X-rays and 10 double-view chest X-rays per contract period, corresponding to CPT codes 71045, 71046, 71047, and 71048. Radiology office sites must be located in Central Maui and/or Lahaina with hours of operation meeting program needs, including evening and weekend availability. X-ray services must be completed within five working days of patient referral. Vendors must demonstrate current licensure or certification to operate a radiological facility, possess a Hawaii General Excise Tax License, and provide at least three references within the State of Hawaii for similar services. Contractors must digitally transmit images to the TB Control Branch's PACS system over a secure virtual private network in compliance with HIPAA regulations, produce CD copies of X-rays upon request, and process State of Hawaii PCard transactions.

The total cost ceiling is $49,500 for the one-year contract period from October 1, 2026, through September 30, 2027, with no renewal options. Pricing must be comparable to most health insurance rates. Contractors must submit monthly invoices for services rendered and obtain required tax clearance certificates from the Hawaii Department of Taxation and the Internal Revenue Service prior to performance commencement. The program contact is Heidi Taogoshi, Registered Nurse Supervisor at the Maui Unit Public Health Nursing Branch.
