About this opportunity

The Commonwealth of Kentucky Cabinet for Health and Family Services, Department for Behavioral Health, Developmental and Intellectual Disabilities, is issuing Request for Proposal 729 on behalf of Glasgow State Nursing Facility in Anderson County to procure part-time dietician services for a 100-bed state-operated nursing facility. The selected contractor must provide a licensed or certified dietician to deliver clinical and dietary services, including conducting nutritional assessments, assisting nursing and food service leadership, participating in treatment planning and resident assessments, and maintaining compliance with HIPAA, Joint Commission, and Centers for Medicare and Medicaid Services standards. The dietician must hold a bachelor's degree in nutrition or dietetics from a regionally accredited institution, have completed a minimum of 900 hours of supervised dietetics practice, maintain current Kentucky licensure or certification, and hold current membership in the American Dietetic Association. All individuals must pass criminal background checks, tuberculosis testing, ten-panel drug screening with oxycodone, and obtain clearance through the OIG List of Excluded Individuals and Entities. Proposals are evaluated on 1,000 technical points and 500 cost points, with potential 100 bonus points for oral presentations, assessing applicant qualifications and description (300 points), experience and prior state facility contracts (400 points), availability of dieticians and service hours (200 points), and planning and preparation (100 points). The RFP was issued March 24, 2020, with written questions due March 31, 2020, and proposals due April 20, 2020, at 2:00 p.m. Eastern Time. The initial contract term runs from July 1, 2020, through June 30, 2022, with the Commonwealth reserving the right to renew for up to two additional two-year periods subject to Secretary and Legislative Research Commission approval.

The procurement includes preferential scoring for Kentucky resident bidders and qualified bidders as defined by state policy. Contractors must obtain and maintain professional liability insurance with a minimum of $1,000,000 per incident and $3,000,000 aggregate coverage, and are responsible for all salary, benefits, tax withholding, and workers' compensation; travel reimbursement is not permitted under the contract. The cost proposal must reflect an all-inclusive hourly rate for dietician services, and the contractor must submit pricing separately under sealed cover from technical proposals. The contract is funded 100 percent by state agency funds with no federal funding involvement and includes no guarantee of minimum hours or caseloads. Submissions must be made electronically via the secure MOVEit TRANSFER file transfer system at https://ftp.ky.gov, with technical and cost proposals submitted separately. No site visit or bidders' conference is scheduled. While no specific budget range is identified in the RFP documents, all compensation and associated expenses must be included within the submitted hourly rate for dietician services.
