About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, acting on behalf of the Maine Department of Transportation, requested quotations for diesel fuel to supply the Maine Ferry Service under RFQ 17A 21042700000000000237, with quotations due May 19, 2021 at 4:00 p.m. Eastern Standard Time.
The scope is approximately 600,000 gallons of ultra-low sulfur off-road diesel fuel (15 PPM) delivered to six ferry vessels — Capt. Henry Lee, Margaret Chase Smith, Capt. Charles Philbrook, Capt. Neal Burgess, Captain E. Frank Thompson, and Governor Curtis — on a twice-weekly schedule supporting ferry operations running 363 days annually. Estimated annual usage totals 589,088 gallons across the six vessels. The fuel must meet ASTM D975 standards with a minimum cetane rating of 45 and cloud and pour points appropriate for Maine's seasonal conditions. Deliveries must occur within 48 hours; failure to meet this requirement may result in contract cancellation.
The contract initial term runs June 1, 2021, through May 31, 2022, with four optional one-year renewal periods extending through May 31, 2026. Bidders must submit either a single locked-in price per gallon for all 600,000 gallons or a Margin-Over-Rack pricing structure based on the OPIS-reported rack price for Portland, Maine. All pricing is FOB Destination, including shipping and all state, federal, and local taxes and fees. The State intends to award the contract to a single bidder responsible for all delivery locations.
The awarded vendor must maintain a Certificate of Liability Insurance, provide quarterly reporting of actual deliveries within 15 days of each quarter end, and assume full liability for contaminated fuel deliveries and spill cleanup costs. Quotations must remain valid for a minimum of 180 days from bid opening. Quotations were submitted through the State of Maine's Advantage Vendor Self Service (VSS) system.
