About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is soliciting quotations for ultra-low sulfur diesel fuel (15 PPM) to supply MaineDOT Ferry Service across six named ferry vessels, with quotations due September 28, 2018 at 4:00 p.m. EST through the State of Maine's electronic procurement system.

The estimated annual usage is approximately 588,088 gallons. Deliveries are scheduled at fixed locations and times at Rockland, Bass Harbor, and Lincolnville on Tuesdays, Wednesdays, and Thursdays to maintain ferry schedules. Fuel specifications include cetane minimum of 45, sulfur content of 0.05% maximum, API gravity of 34–36, minimum BTU content of 138,000 per gallon, and water, sediment, and ash content limits per ASTM D975 standards. Cloud point and pour point must be appropriate for seasonal conditions. Deliveries must be accompanied by metered delivery tickets processed through meters certified by the State of Maine Department of Weights and Measures, with delivery slips and invoices submitted within 24–36 hours of delivery.

Pricing is structured as a margin-over-OPIS reported rack price; bidders must specify OPIS rack location, rack price per gallon, dealer mark-up price, and transportation cost per gallon. The State reserves the right to award based on lock-in pricing if advantageous and may negotiate lock-in prices during the contract period.

The contract term runs October 1, 2018 through September 30, 2019, with two optional one-year renewal periods available through September 30, 2021, subject to satisfactory performance and continued funding availability. Maine Business and Economic Impact considerations may provide up to a 10% reduction in submitted price for evaluation purposes based on the bidder's Maine workforce composition and economic investment within the state. Award will be made on a best-value basis to the lowest-priced conforming bidder unless the bidder has documented poor performance history within the last five years.
