About this opportunity

The City of Waco, Texas has issued a Request for Proposal (RFP 2025-085) for diesel fuel deliveries to municipal departments, seeking qualified vendors to supply approximately 631,696.30 gallons of No. 2D, Ultra Low Sulfur diesel fuel (ASTM D975 designation) annually. The fuel will be delivered to three specific locations: Fleet Services, Public Works Solid Waste Division, and Waco Transit. Bidders can submit proposals using two pricing options: Rack Plus Fuel Bid Pricing or Diesel Firm Pricing, with deliveries required within eight hours of notification, including holidays. The proposal submission deadline is February 10, 2026, at 2:00 P.M. CT, with proposal opening immediately following at 2:05 P.M. CT via Zoom. Evaluation criteria will allocate points across various categories: 40 points for price, 15 points for supply adequacy, 15 points for fuel measurement and invoice reconciliation, 10 points each for delivery capability and emergency delivery/off-site fueling, and 10 points for prior experience. The initial contract term is twenty-four months, commencing April 6, 2026, with options to renew for three additional one-year periods.

The procurement does not specify specific set-aside designations for disadvantaged enterprises. Vendors must comply with several Texas state regulations, including restrictions on energy company boycotts, firearms discrimination, and Israel boycott prohibitions. Bidders are required to provide a bid bond or certified check for five percent of their submission and demonstrate adequate supply resources, emergency off-site fueling capabilities, and reconciliation processes for fuel measurement discrepancies. While specific incumbent vendors are not mentioned, the contract requires vendors to meet comprehensive insurance requirements and Drug-Free Workplace Act certification. Although an exact budget range is not specified, contracts exceeding $100,000 will require Waco City Council approval. The City reserves the right to reject the lowest-priced proposal in favor of the most qualified contractor that best meets the City's needs, and may accept bids from multiple qualified contractors.
