About this opportunity
Palm Beach County Board of County Commissioners, through its Purchasing Department, is seeking qualified vendors to provide diesel engine and transmission repair services and original equipment manufacturer (OEM) parts under a Request for Quotation (RFQ #250634/ZG). The procurement covers on-site repair services for Detroit-Mercedes diesel engines and Allison automatic transmissions utilized by emergency vehicles at the Fire Rescue Fleet Maintenance facility located at 2601 Vista Parkway, West Palm Beach, Florida. Qualified vendors must be authorized Detroit-Mercedes and Allison distributors and service centers capable of providing on-site repair services with appropriate service trucks and certifications in engine and transmission repair. Pricing must include firm, fixed hourly labor rates for standard business hours (7:30 a.m. to 5:00 p.m., Monday through Friday) with a twenty-four-hour response time; overtime rates at 1.5 times the standard rate for evening/early morning and weekend work (5:00 p.m. to 7:30 a.m.) with a four-hour response time; holiday rates at 2.0 times the standard rate with a four-hour response time; and a flat travel rate per service call, along with a single fixed percentage discount or markup applied to OEM parts pricing from current manufacturer price lists. Quotations must be submitted to the Palm Beach County Purchasing Department by 4:00 p.m. local time on October 22, 2020, with faxed or emailed responses acceptable. Award will be made to the lowest responsive and responsible quoter on an all-or-none total factored rate basis. Vendors must provide evidence of three professional references with relevant experience within the past three years and maintain Commercial General Liability Insurance of at least $500,000 per occurrence, Business Auto Liability Insurance of at least $500,000 combined single limit, and Workers' Compensation Insurance as required by Florida Statute.
The contract includes small business, minority-owned, and women-owned business set-aside provisions, along with local preference provisions that may restrict or prioritize certain vendor classifications. The anticipated contract value is $80,000 for the initial twelve-month term, with the County reserving the right to increase or decrease this amount based on actual requirements. The contract term is twelve months with an option to renew for four additional twelve-month periods, subject to mutual written agreement and annual appropriation by the Board of County Commissioners. No incumbent vendors or existing contractors are identified in the procurement documents. Vendors must integrate with the County's existing fleet maintenance operations at the specified facility and comply with all Palm Beach County recognized holiday schedules and operational requirements for the Fire Rescue Department.
