About this opportunity

Incline Village General Improvement District (IVGID) Public Works Department is soliciting proposals for a Design-Build Team to provide design, engineering, preconstruction, procurement, and construction services for the Diamond Peak Snowmaking System Re-Design and Replacement project, with proposals due September 24, 2026 at 2:00 p.m.

Prospective teams must hold current Nevada Contractor's License and Qualified Bidder Status per NRS 338.1379; demonstrate bonding capacity and workers' compensation insurance; and include an Engineer of Record appropriately licensed in Nevada. The D-B Team must encompass all professional engineering disciplines and specialty consultants necessary to advance IVGID's preliminary snowmaking concepts into complete, permit-ready and construction-ready contract documents.

The scope encompasses approximately 30,000 linear feet of high-pressure water main, approximately 92 automated tower-mounted fan-gun locations with below-grade vaults, electrical distribution and communications infrastructure, controls and automation systems, and associated site work. Deliverables include snowmaking and hydraulic system design and modeling; civil, mechanical, electrical, and controls/automation engineering; field verification; design calculations and specifications; permit-ready documents; construction-ready plans and specifications; final commissioning documentation; and record drawings. The project is located at 1210 Ski Way, Incline Village, Nevada.

IVGID's opinion of probable construction cost is approximately $8 million, with Fiscal Year 2027 funding supporting permitting, D-B Team design and preconstruction services, and authorized initial long-lead procurement. Construction is phased over multiple seasons from April 1, 2027 through April 1, 2030, with each construction package subject to appropriation and Board approval. Preconstruction services commence November 12, 2026.

Evaluation is two-phase: Phase 1 qualifications on a 100-point scale covers key personnel qualifications (20 points), project experience with similar projects (20 points), past performance (15 points), project understanding and approach (35 points), and safety and environmental program (10 points). Phase 2 adds the Fee Proposal Program (20 points) to a revised 100-point scale. Short-listed teams are notified September 25, 2026, with interviews scheduled October 5–9. D-B Team selection is anticipated October 13, 2026, and Board of Trustees approval on November 11. Questions are due September 8, 2026, with addenda issued by September 15. All submissions must be electronic PDF through PlanetBids.
