About this opportunity

Incline Village General Improvement District (IVGID) is requesting proposals for a design-build team to provide complete design, engineering, preconstruction, procurement, and construction services for the Diamond Peak Snowmaking System Re-Design and Replacement project, with proposals due September 24, 2026 at 2:00 p.m. and shortlist notifications on September 25, 2026.

The scope encompasses redesign and replacement of approximately 56,000 linear feet of deteriorated 8-inch water and 6-inch air main lines with a modern integrated water, power, communications, and controls system serving approximately 92 automated tower-mounted fan guns and a limited number of portable carriage-mounted guns. The D-B Team must provide all professional engineering disciplines (snowmaking/hydraulic systems, civil/site, mechanical/process, electrical, and controls/communications/automation), field verification and survey coordination, constructability analysis, permitting support, procurement planning, and final commissioning documentation. Nevada contractor's license, Certificate of Eligibility, Qualified Bidder Status letter, and demonstrated bonding capacity are mandatory. The Engineer of Record must be appropriately licensed in Nevada.

IVGID's opinion of probable construction cost is approximately $8 million, phased over multiple seasons through April 1, 2030. Fiscal Year 2027 funding will support design, preconstruction services, and initial long-lead procurement; each subsequent construction package requires separate Board authorization and appropriation. The initial design and preconstruction phase is scheduled to commence November 12, 2026, with Phase 1 construction beginning April 1, 2027.

Evaluation occurs in two phases. Phase 1 (shortlist) awards 100 points across key personnel qualifications (20 points), project experience with similar scope and cost (20 points), past performance (15 points), project understanding and approach (35 points), and safety/environmental programs (10 points). Phase 2 (final selection interviews, October 5–9, 2026) awards 100 points including key personnel (10 points), project experience (20 points), past performance (10 points), project understanding (30 points), safety/environmental programs (10 points), and fee proposal (20 points). Fees are not submitted with the initial proposal; selected teams submit fees after shortlisting. Questions are due September 8, 2026; the last day for addenda is September 15, 2026. Board approval is anticipated November 11, 2026.

Opportunity text

IVGID intends to select a qualified Design-Build Team (D-B Team) to provide complete design, engineering, preconstruction, procurement, and, if authorized, construction services for the Project. The D-B Team shall include all professional engineering disciplines and specialty consultants necessary to develop complete, permit-ready and construction-ready Contract Documents, including an Engineer of Record appropriately licensed in the State of Nevada. The selected D-B Team will work collaboratively with IVGID, Diamond Peak operations staff, IVGID's permitting/planning consultant, and other District consultants. The D-B Team will be responsible for advancing the preliminary snowmaking concepts and planning information provided by IVGID into a complete engineered system. The initial phase of the Agreement will include design, engineering, field verification, constructability, estimating, scheduling, phasing, permitting support, procurement planning, and development of proposed construction pricing. Construction will proceed only through separately authorized construction packages following successful negotiation, Board authorization, available funding, applicable permits, and the District's determination that proceeding is in its best interest.
