Pricing must remain firm for the initial twelve-month contract period, with price increases permitted only after twelve months and subject to written justification based on industry-wide price changes; price decreases must be reflected immediately.
Reciprocal preference applies to Kentucky resident bidders against nonresident bidders from states offering similar preferences, and qualified bidders including Kentucky Correctional Industries receive preferences equal to 20 percent of maximum points, while other qualified bidders receive 15 percent. Vendors must obtain Kentucky Tax Registration (Form 10A100) if applicable, register with the Kentucky Secretary of State if a foreign entity, submit the required Annual Affidavit and Other Affidavits document containing attestations regarding campaign finance law compliance and resident or qualified bidder status, and maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate.
