About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Transportation - Department of Highways, issued Request for Bid (RFB) 758 2400000453-1 on March 13, 2024, to establish a Master Agreement for diagnostic equipment, software, and cables for heavy-duty vehicle maintenance. The solicitation encompasses eleven line items including Detroit Diesel DDDL yearly subscriptions (12 units), NEXIQ USB Link 2 vehicle interface cables (3 units), Cummins Insight renewable yearly subscriptions (12 units), Ford IDS software licenses (12 units), IDS VCM 2 renewals (12 units), Navistar Engine Diagnostic (NED) licenses (12 units), Diamond Logic Builder subscriptions (12 units), CAT ET renewals (12 units), CAT ET vehicle interface cables and modules (3 units), Allison DOC Fleet yearly subscriptions (12 units), and IDS VCM one-year renewals (12 units). Bidders must submit all line items or face non-responsive status determination; alternate brands or specifications are permitted if accompanied by sufficient descriptive literature for equality verification. All deliverables must be shipped F.O.B. Destination Freight Prepaid and Allowed to the KYTC Division of Equipment Receiving Shop in Frankfort, Kentucky, with pricing exclusive of federal excise taxes and Kentucky sales or use tax. The initial contract period is one year from the date of award, with options for four additional one-year renewals at the Commonwealth's discretion. Written questions must be submitted by March 20, 2024, at 10:00 AM ET to Commonwealth Buyer Stephanie Durr at stephanie.durr@ky.gov, with bids due electronically through the Kentucky eProcurement system (https://vss.ky.gov) by March 27, 2024, at 1:30 PM ET. Award will be determined using a best value approach allocating 90 points for price (lowest bidder receives maximum points) and 10 points for delivery time in working days (lowest delivery time receives maximum points), with price increases prohibited during the first twelve months and thereafter requiring written justification and at least 30 days' notice.

The Commonwealth extends reciprocal preference to Kentucky resident bidders, defined as entities authorized to transact business in Kentucky, having filed state corporate income taxes for one year prior to advertisement, made payments to the Kentucky unemployment insurance fund, and maintained a workers' compensation policy during the specified period. Qualified bidders, including Kentucky Correctional Industries (eligible for 20 percent scoring preference) and designated nonprofit agencies serving individuals with severe disabilities (eligible for 15 percent scoring preference), may receive additional scoring benefits; nonprofit organizations must employ individuals with severe disabilities for at least seventy-five percent of direct labor man-hours on applicable products or services and be registered in good standing with the Kentucky Secretary of State. All bidders must submit notarized affidavits attesting compliance with Kentucky campaign finance laws and, if claiming resident or qualified bidder status, provide supporting documentation upon request or face disqualification or contract termination. Past vendor performance during the preceding 12 months may be considered in the evaluation process, with poor performers potentially deemed non-responsible. The solicitation does not identify incumbent vendors or specify budget ranges or award values in the provided documentation. All contracts are subject to Kentucky state law and applicable federal requirements including Equal Employment Opportunity compliance, accessibility standards, tax registration, and discrimination prohibitions.
