About this opportunity

The City of Philadelphia Procurement Department is soliciting quotes for matte-laminated, logo-bearing tote bags in navy blue with white lettering on the front side only, on behalf of the Department of Human Services (DHS). Quotes are due October 30, 2026 by 10:30 a.m. through PHLContracts, and fax or mail submissions are not accepted. The procurement is a micro purchase with no set-aside designation.

Award will go as a whole or by line item, whichever serves the city's best interest, to the lowest responsive and responsible bidder, and sellers must quote all items to be eligible. Sellers may not deliver or provide services until the department issues notification. A signed Consent and Authorization Agreement must be on file through PHLContracts before quote submission, and quotes without one may be deemed non-responsive. Sellers must pay the Annual Bid Security Fee and Bid Processing Fee, plus the Performance Security Fee when applicable, and attach receipts to the quote. Required attachments include the executed Consent & Authorization form, a Certificate of Insurance, a Bid Bond when applicable, and any MBE/WBE solicitation documentation. Quotes must indicate Local Business Entity (LBE) certification status. Bid bonds and certificates of insurance must be mailed or hand-delivered to 1401 JFK Blvd., MSB Suite 170, Philadelphia, PA 19102. A voluntary LGBTBE applicant data form accompanies the solicitation.

The total quote amount must not exceed $40,000, adjusted annually by the percentage change in CPI-U from January 1, 2020, and rounded to the nearest $1,000. The contract term is automatically 365 days from the Effective Date in PHLContracts, beginning on issuance of a Purchase Order and ending without notice. Prices must be net of taxes, delivered FOB Destination Point, and cannot change after bid opening. Quotes remain valid for 60 days. The seller must maintain General Liability Insurance of $500,000 per occurrence.
