About this opportunity

The Illinois Department of Human Services Shapiro Center is seeking a vendor to provide extermination and pest control services at its Shapiro Developmental Center in Kankakee, Illinois, with bids due September 4, 2026 and a mandatory site visit on September 1, 2026 at 10:00 AM.

The vendor must hold an Illinois Department of Public Health pest control technician license in at least one category: insects/rodents, termites, bird control, fumigation, food manufacturing/processing, institutional and multi-unit residential housing, public health pest control, or general use. License verification must accompany the bid. Attendance at the mandatory site visit is required; failure to attend results in disqualification.

The scope covers daily as-needed extermination and pest control services throughout all buildings, basements, foundations, trucks, and conveyances at the facility, targeting cockroaches, mice, rats, and other insects and vermin. The Dietary area requires weekly treatment after 7:00 PM to avoid disruption to food service operations. The vendor must respond to service notifications within 24 hours or less, including weekends. Prior to initiating services, the vendor must establish a mutually agreed-upon service schedule with the Center and obtain authorization from the Contract Monitor. The vendor shall provide a complete list of all pesticides and rodenticides to be used, including Material Safety Data Sheets for each chemical; the Center retains the right to reject or recommend alternatives. The vendor must report any environmental conditions or sanitation deficiencies that could attract pests to the Contract Monitor and coordinate all service areas and inspections with this office. If mosquito control services are required during the contract term, the vendor must hold an Illinois Department of Agriculture mosquito control license.

Vendors must comply with standard Illinois certifications and terms and conditions applicable to all state contracts, including $1,000,000 general commercial liability per occurrence, workers' compensation insurance as required by law, and prevailing wage requirements where applicable. Contracts of $1,000 or more are subject to a $15 Minority Contractor Initiative fee deductible from the first payment.
