Installation must be completed within ten business days of delivery and comply with Illinois codes and manufacturer specifications. The vendor must be an authorized reseller and maintain qualified repair technicians. The prime vendor must self-perform at least 51 percent of total contract work using permanent, full-time W-2 employees with at least 30 consecutive days of verifiable employment. During periods of excessive unemployment, defined as any month following two consecutive months when Illinois unemployment exceeded 5 percent, vendors must employ at least 90 percent Illinois laborers. Required insurance includes general liability of $1 million per occurrence and $2 million annual aggregate, plus workers' compensation as required by law. A performance bond is required if the bid exceeds $150,000. The supplemental terms also require a surety bond not less than the bid amount from a surety rated at least A-.
The contract term commences upon final execution and runs through June 30, 2027, with a maximum total term not to exceed ten years. The State will award to the lowest overall total price among responsive and responsible bidders and may require negotiations with the apparent low-cost bidder. Bids must remain firm for 90 days from opening. Bidders may claim Illinois Business Preference or Domestic Product Preference by completing the applicable affidavits. Submissions must be made electronically through BidBuy and include an IPG Vendor Disclosure, an Offer to the State of Illinois, the RMO150 contract form, and Business Enterprise Program or Veterans Small Business Program utilization plans. Awards of $1,000 or more carry a $15 Minority Contractor Opportunity Initiative fee deducted from the first payment. The State encourages attendance at any mandatory Pre-Submission Conference if announced. Specification protests are due within 14 days of posting.
