About this opportunity

The Illinois Department of Human Services, Office of Contract Administration, is requesting bids for professional accounting and auditing services to support the Office of the Executive Inspector General's ongoing investigations, with bids due July 28, 2026 and questions due by 5:00 p.m. on July 21, 2026. A mandatory Business Enterprise Program (BEP) participation goal of 4% of total contract value applies; failure to submit a compliant BEP Utilization Plan renders the bid non-responsive.

The scope requires the vendor to develop request lists for each OEIG-identified grant recipient, review supporting documentation for distributions made between 2022 and 2026, and perform compliance testing on individual expenditures to verify allowability under contract agreements, 2 CFR 200 (Uniform Guidance), and applicable statutory requirements. Testing for each individual review is estimated not to exceed 60 hours. The vendor is responsible for transportation and lodging costs, which must be included in the all-inclusive hourly rate. Services will be performed in Illinois at various locations as needed.

The contract term runs from January 1, 2027, through December 31, 2029, with one renewal option from January 1, 2030, through December 31, 2032. Pricing is firm, with the maximum contract amount to be entered by the State prior to execution. Subcontractors with annual values exceeding $100,000 require prior written approval and must complete Illinois Standard Certifications. Bid prices must remain firm for 90 days from opening.

General Commercial Liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, Auto Liability of $1,000,000, and Worker's Compensation Insurance as required by law are required. The vendor must maintain books and records for three years from final payment or contract completion, or five years if Federal funds are used. Evaluation prioritizes the lowest priced responsive and responsible bidder. No bid bond or performance bond is required. The State reserves the right to reject any or all bids.
