About this opportunity

The Illinois Department of Human Services is soliciting bids under Invitation for Bid B-54726 for removal and replacement of courtyard fencing at its Chicago Read Mental Health Center, with bids due November 30, 2026 through BidBuy. The procurement carries a 5% Business Enterprise Program participation goal and requires a completed BEP Utilization Plan with the bid, where failure to submit renders the bid non-responsive. The vendor must perform at least 51 percent of total work with its own permanent, full-time W-2 employees who have been employed for at least 30 consecutive days before bid submission, and must maintain an Illinois office as its primary place of employment.

The work covers Units A and C at 4200 N. Oak Park Avenue, Chicago, Illinois 60634, about 340.7 linear feet (approximately 2,919 square feet) of fencing. Tasks include removing and disposing of existing chain link, identifying underground utilities, and installing galvanized chain link matching the Unit B configuration, with a curved upper section of fine steel mesh to deter climbing. The scope also includes double equipment and staff gates for each unit, post footings and anchoring, replacing the Unit A center concrete path with three inches of asphalt, site restoration, daily cleanup, and a final metal detector sweep. Drawing attachments reference SECUREGUARD post systems at 1.8, 2.0, 2.4, and 3.0 meter heights. Subcontractors require prior written approval, and subcontracts of $100,000 or more annually require Illinois Standard Certifications.

Prevailing wage applies at the Cook County rate under the Illinois Prevailing Wage Act. During periods of excessive unemployment, vendors must employ at least 90 percent Illinois laborers, with exceptions available upon supporting documentation. Required insurance includes general commercial liability of $1 million per occurrence and $2 million annual aggregate, auto liability of $1 million per occurrence, workers' compensation, and Builder's Risk coverage. A surety bond in at least the bid amount is required from a surety rated A- or better and licensed by the Illinois Department of Insurance, and a performance bond is required after execution if the quote exceeds $150.

The State will enter the maximum contract amount before execution, and pricing is estimated. The term commences upon execution and ends June 30, 2027. All work is performed in the United States at the Chicago Read Mental Health Center location, representing 100 percent of contract value. Vendors may claim Illinois Business Preference and Domestic Product Preference through the bid form's checkboxes, supported by affidavits. The State will award to the lowest priced responsive and responsible bidder, and bids must remain firm for 90 days from opening.
