About this opportunity

The Illinois Department of Human Services (IDHS) is issuing an Invitation for Bid (IFB) for the procurement of twenty new 2026 compact crossover SUVs for the Office of Business Services Vehicle Fleet, with vehicles to be delivered to CMS Central Garage #20 in Springfield, Illinois. The vehicles must be new and unused with fewer than 250 miles on the odometer, such as Buick Envistas, Kia Niros, Toyota Corolla Crosses, or equivalent models meeting specified standards. Required specifications include hybrid or flex fuel engines, automatic transmissions, 4-wheel anti-lock brakes, air conditioning, power windows and locks, rear view cameras, and compliance with all federal and state Motor Vehicle Safety Standards and emission requirements. All vehicles must be fully operational and delivered by June 12, 2026, with the contract term commencing upon final execution and ending June 30, 2026. Vendors must be authorized to sell motor vehicles in Illinois, maintain manufacturer standard factory warranties, and provide certificates of origin or titles with each vehicle upon delivery. The state will award the contract to the lowest priced responsive and responsible bidder, with price serving as the primary evaluation factor. Written questions regarding the solicitation must be submitted by 5:00 p.m. on December 26, 2025, and bids must be submitted exclusively through the BidBuy electronic procurement system by the January 8, 2026 due date, with all bids remaining firm for 90 days from opening.

No set-asides exist for small businesses, minority-owned businesses, women-owned businesses, persons with disabilities-owned businesses, or veteran-owned small businesses under this procurement. No subcontractors are permitted, and vendors must submit required documentation including vendor disclosures or active Illinois Procurement Gateway registrations, completed offer forms, and executed contract blanks through the BidBuy system. No bid bonds or performance bonds are required for this procurement. The total contract amount is to be determined and will be entered by the State prior to contract execution; however, a $15 administrative fee payable to the Illinois Comptroller's Administrative Fund is required for any bidder awarded a contract valued at $1,000 or more. All transportation and delivery charges must be included in the vendor's pricing, and invoices for delivered vehicles must be submitted to Troy Marion at the Illinois Department of Human Services by July 31 of the applicable year. The State reserves the right to reject any or all bids and may request clarifications or conduct facility inspections as needed to verify bid contents and vendor responsibility.
