About this opportunity
Russell County Department of Human Resources in Alabama is soliciting quotes for FY2027 lawn maintenance at its facility at 1901 Opelika Road, Phenix City, with a mandatory site visit today, October 26, 2026, and quotes due October 28, 2026. Vendors must sign an attendance sheet at the site visit to be considered for award, and quotes from anyone who does not attend, including the incumbent contractor, will be rejected.
Bidders must be registered in Alabama Buys and submit electronically through that portal. Suppliers must comply with E-Verify, sales tax exemption provisions, open trade/no boycott restrictions, and the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, and foreign corporations must be registered with the Alabama Secretary of State. After bid opening, the State may request proof of manufacturer reseller authorization, professional licenses, and certificates of insurance.
The scope covers two service lines. Grass cutting is limited to 20 cuts per fiscal year, with 15 during the growing season and two to three monthly during spring and summer. Shrub and hedge trimming is limited to two trimmings per year, one in spring and one in fall. Each cutting service must include weed eating, debris removal, edging, leaf mulching, and cleaning of sidewalks, walkways, and parking lot perimeters. Pine straw replacement and bed spraying are excluded.
Pricing is submitted as unit prices per cut and per trim job, fixed and firm through September 2027, with quotes valid through December 31, 2026. The contract period runs October 1, 2026 through September 30, 2027. The term may extend up to five years from the effective date with annual renewal options, provided total contract cost does not exceed $25,000 across all periods. Price escalation requests may be considered if material or labor costs rise significantly through no fault of the supplier, but approved increases cannot exceed 5 percent of the annual contract cost and must be supported by manufacturer or raw materials documentation. Payment is net 30, in arrears upon service completion. The State will conduct pricing analysis at its sole discretion based on cost realism and price reasonableness under Code of Alabama Section 41-4-141.
Points of contact are Shuntara Marcus-Alexander at (334) 214-5832 and Cindy Jeanes at (334) 214-5835.
