About this opportunity
The Board of County Commissioners of Okaloosa County, Florida is requesting bids on the DFWB Rigdon Center Facade Modification project (ITB TDD 73-26) with proposals due September 16, 2026 at 3:00 p.m., a mandatory pre-proposal meeting on August 24, 2026 at 9:00 a.m. at 1958 Lewis Turner Boulevard, Fort Walton Beach, and a question deadline of September 4, 2026 at 3:00 p.m. The project is fully federally grant funded and requires Davis-Bacon Act prevailing wage compliance, E-Verify employment verification, drug-free workplace certification, and compliance with federal nondiscrimination and civil rights statutes — core eligibility gates.
The scope revitalizes entry points at the old Fort Walton Beach Fairgrounds metal buildings into a cohesive Event Center entryway. Work includes three new entrance points of approximately 500 square feet each with HVAC and electrical design, decorative stucco screen walls with varying heights, a continuous covered walkway approximately 600 feet along the south face connecting all entries, exterior accent lighting and area lighting along the canopy and screen walls, parking along the south face, and a storm water system from the east end of Building B to the west end of Building A. Construction is based on approved schematic design and includes submission of plans to obtain a Building Permit from the City of Fort Walton Beach. The project site remains an active venue; safe and clear access through the front of the building must be maintained throughout construction.
Okaloosa County maintains direct contracts with vendors for HVAC, Fire Safety, IT, and Security with no substitutions permitted without owner approval. The County intends to purchase Modern fold-Moveable partitions, Daikin HVAC units, and signage directly from vendors; these items must be priced separately as purchase-only line items. The pricing proposal structure includes four line items: lump sum for the main project, signage, HVAC units, and moveable partitions. Contractors must obtain Workers' Compensation, Commercial General Liability ($1 million each occurrence), Business Auto Liability ($1 million combined single limit), Builder's Risk at 100 percent of project value, and Pollution/Environmental Liability ($1 million per occurrence), with the County named as Additional Insured on all policies except Workers' Compensation. Responses may not be withdrawn for 90 days after opening. Contact: Erin Poole, Purchasing Agent II, (850) 689-5960, epoole@myokaloosa.com.
