About this opportunity

The Massachusetts Department of Fire Services is soliciting bids for on-call maintenance and repair services for its Gas School liquified natural gas (LNG) and liquified propane gas (LPG) above-ground storage tanks, training props, equipment, and infrastructure, with bids due August 21, 2026. The Department intends to award a single vendor contract.

Prevailing wage requirements apply to all laborers and mechanics employed by the contractor and subcontractors. The contractor must submit certified payroll statements documenting all workers engaged in contract performance, including hours, rates, and job classifications, in compliance with Massachusetts prevailing wage standards and federal labor regulations.

The contract runs three years from October 1 through September 30 for each period (2026–2027, 2027–2028, 2028–2029). Bidders must provide pricing for annual preventative maintenance on a lump-sum basis, as-needed repairs at straight-time hourly rates (estimated 150 hours annually), premium overtime rates (estimated 24 hours annually), and emergency call-in services (estimated 24 hours annually). Bidders define their normal hours of operation for straight-time rate calculations. Parts and supplies costs (estimated $50,000 annually) and subcontractor costs (estimated $50,000 annually) are subject to percentage markups specified by the bidder; permits and administrative fees are invoiced at actual cost without markup.

Required supporting documentation includes a five-year work history with references, a company qualifications statement not exceeding three pages, and disclosure of any contracts assessed liquidated damages or termination for non-performance over the past three years. Completed pricing must align with the Form for General Bid specified in the Instructions to Bidders.
