About this opportunity
The State of Illinois, through the Illinois State Police Forensic Science Laboratories, is soliciting bids for a three-year microscope maintenance and calibration services agreement (B-51391) with a bid deadline of May 18, 2026. The procurement encompasses preventative maintenance, repairs as needed, and calibration services for approximately 270 microscopes across nine laboratory locations throughout Illinois, including facilities in Rockford, Chicago, Joliet, Morton, Springfield, Belleville, Decatur, and two training facilities. Deliverables include annual servicing of comparison microscopes and compound microscopes, and servicing every three years for stereo microscopes, with all work performed during standard business hours (8:30 a.m. to 5:00 p.m., Monday through Friday). Contractor technicians must possess documented experience performing maintenance at ISO 17025/AR 3125/FBI-QAS accredited forensic laboratories within the past year for the specified microscope makes and models, as the Illinois State Police forensic science laboratory system is accredited to ISO/IEC 17025 standards and must comply with FBI Quality Assurance Standards. All bids must be submitted electronically through BidBuy by May 18, 2026, with written questions due no later than the Friday prior to bid opening; the State will award the contract to the lowest priced responsive and responsible bidder, and bids must remain firm for 90 days from opening. The contract term commences July 1, 2026, or upon execution date and runs for three years, with a maximum total term not to exceed ten years including renewal options. A $15 administrative fee applies to any awarded contract valued at $1,000 or more, and the contract may be partially or fully funded with Federal funds.
Vendors must submit either an IPG Active Registered Vendor Disclosure form (if registered in the Illinois Procurement Gateway) or a comprehensive State of Illinois Vendor Disclosure form, along with an Offer to the State of Illinois and applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans. Mandatory insurance requirements include General Commercial Liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Worker's Compensation Insurance as required by law, with the State named as an additional insured. All transportation, delivery, and mileage charges must be included as part of contract pricing without separate charges, and no subcontracting is permitted. The contract is subject to prevailing wage requirements and vendors must maintain books and records for three years from final payment or completion (five years if Federal funds are used). While no specific award value is listed in the solicitation documents, the maximum contract amount will be determined prior to execution by the State, with the percentage and dollar amount of any Federal funding to be disclosed upon notification of award. Vendors must comply with all applicable Federal, State, and local laws, including forced labor and apparel procurement prohibitions under the Illinois Procurement Code.
