About this opportunity
The State of Utah Division of Facilities Construction and Management (DFCM) is requesting proposals for special inspection and testing services on the Utah State University Animal Science Renovation and Expansion project, with proposals due October 29, 2026 at noon. This opportunity is restricted to firms listed on the DFCM Approved Special Inspection Firms, Material Testing Labs, and Special Inspectors list — a mandatory eligibility filter whether bidders work independently or as part of a DFCM Prequalified Code Inspection Firm.
The scope encompasses special inspections and testing for substantial renovation of the historic Animal Sciences Building on the quad at Utah State University (Logan, Cache County) and construction of a new three-story addition to the north. The project includes complete roof replacement, seismic upgrade, selective demolition, and mechanical, electrical, and plumbing upgrades, executed in four bid packages addressing site coordination, demolition, structural systems, and MEP/interior architecture. The estimated construction start is October 30, 2026, with completion anticipated November 1, 2028.
The estimated inspections budget is $192,438.00. Place of performance is Utah State University, Logan, Utah.
Selection criteria total 90 points: Statement of Qualifications (20 points), Management Plan (30 points), Team's Distance to the Project Site (20 points), and Past Performance References (20 points). Contractors must submit the DFCM Termination or Debarment Certification Form and the DFCM Past Performance References Form. Contractors without a minimum of three DFCM performance ratings must provide at least five non-DFCM references for comparable projects completed within the past five years. If applicable based on contract value, the awarded contractor must submit a Health Insurance Statement of Compliance Form prior to issuance of the Notice to Proceed.
Questions are due October 23, 2026. Addenda deadline is October 26, 2026. The Selection Committee convenes November 4, 2026, with award announcement November 5, 2026. Proposals are submitted through the U3P website and limited to ten pages (Sections 1–3 combined) with 12-point font minimum and 0.5-inch margins. No mandatory bidder's meeting will be held.
