About this opportunity

The California Department of Parks and Recreation is requesting quotations for Device42 IT Operations Management software licenses under RFQ C25073025, with bids due June 8, 2026 at 5:00 PM Pacific Daylight Time. Optional socioeconomic preferences include a 5% Small Business preference for California-certified small businesses and a Disabled Veteran Business Enterprise (DVBE) preference ranging from 3% to 5% based on confirmed DVBE participation levels of 3% or more; Target Area Contract Preference Act (TACPA) preferences are also optional.

DPR seeks to renew its current Device42 licensing while increasing the license count from 12,000 to 13,000 licenses of Device42 IT Operations Management (part number D42-ITOM), or a comparable alternative. The three-year term spans June 2026 through June 2029, divided into three annual periods. Payment will be made in three annual installments following the beginning of each annual term, with pricing determined by bidder quotation on the Cost Worksheet for cost-per-license across all three years. The State reserves the right to amend the contract to increase or decrease license counts at the same cost-per-license rate.

All bidders must submit a California Sellers Permit, completed Cost Worksheet (Attachment 1), GSPD 05-105 Bidder Declaration, DPR087 CUF Bidder Certification, DPR097B AI Disclosure Form, STD204 and STD205 Payee Data Records, and DPR088 Goods versus Services documentation. Award will be made to the lowest responsive and responsible bid. Questions were due May 27, 2026. Bid evaluation begins June 9, 2026, with an Intent to Award notice anticipated June 11, 2026. Bids must be submitted via email to Michael.Blaine@parks.ca.gov and DPR.IT-Procurements@parks.ca.gov with solicitation number C25073025 clearly labeled in the subject line. The contract will incorporate California Department of General Services Procurement Division PD 403-ITGP Non-Cloud General Provisions (Revised and Effective 2/20/2025).
