About this opportunity
The City of Green River, Utah is requesting proposals to develop, permit, construct, and operate a Class IVb Construction and Demolition landfill on approximately 43 acres of City-owned property west of Green River, with proposals due June 19, 2026 at 11:30 p.m. The City retains land ownership; the selected operator becomes the permit holder, developer, and long-term operator and bears all permitting risk and costs with no City obligation to reimburse unsuccessful permitting expenses.
Proposers must demonstrate prior experience with landfill permitting and operations in Utah and must have permitted, constructed, or operated at least one Class IV, IVa, or IVb landfill within the past five years. The project addresses the City's need for cost-effective local disposal of construction and demolition debris and yard waste currently transported off-site.
The anticipated contract term ranges from 20 to 50 years. Evaluation occurs in phases: the technical phase awards up to 100 points across relevant experience and qualifications (30 points), approach to permitting and development (30 points), operations plan (20 points), and project schedule and readiness (20 points), followed by interviews (50 points) and cost evaluation (50 points) for a total possible score of 200 points. Cost is scored on net present value of lifecycle tipping fees the City would pay for municipal tonnage, net of host fees and revenue sharing received.
Insurance and bonding requirements include a surety bond or trust fund covering 30-year closure and post-closure care costs, a proposal bond of $5,000 or 5% of proposal value, a performance bond of 100% of contract value, $5,000,000 Environmental Impairment Liability, $2,000,000 Commercial General Liability, $1,000,000 Professional Liability, $1,000,000 Commercial Auto Liability, and statutory workers' compensation with $1,000,000 employer's liability coverage. Questions are due June 5, 2026 at 11:30 p.m. A pre-proposal site visit is available May 28, 2026. Interviews and presentations are scheduled for the week of June 29, 2026, with selection and notice of award anticipated by July 24, 2026.
