About this opportunity
The Casino Reinvestment Development Authority (CRDA) in Atlantic City, New Jersey is requesting proposals for development of three contiguous properties totaling approximately 0.23 acres at 105 S. California Avenue, 106 Albion Place, and 108 Albion Place, with sealed proposals due October 27, 2026 at 10:30 a.m. Respondents must submit integrated proposals addressing all three properties as a single project; partial submissions will not be considered.
The scope encompasses design and master planning, construction or rehabilitation, financing, leasing, marketing, and property management for mixed-use development on a Resort Commercial-zoned site one block north of the Boardwalk. The properties comprise approximately 10,236 square feet of land with existing improvements totaling approximately 5,372 square feet. Permitted uses include housing, retail, entertainment, restaurants, and commercial enterprises consistent with zoning requirements. The developer may be a single entity or a team of multiple entities.
The CRDA has appraised the three properties at $284,000 and reserves the right to reject any bids that do not meet or exceed this appraised value. Selection will be based on the dollar amount offered, anticipated positive community impact, viability of the funding package, and projected economic impact.
Respondents must register with the CRDA by paying a non-refundable registration fee of $250 and an administrative fee of $1,000 prior to proposal submission; the administrative fee is refundable to non-selected respondents within 60 days of designation. The designated developer must execute a Memorandum of Agreement within 45 days of designation and a Master Development Agreement within 30 days thereafter, and must deposit at least 10 percent of expected rental revenue over three years or 10 percent of the proposed purchase price as a performance deposit. The developer bears responsibility for all development costs, infrastructure, utilities, permits, environmental remediation, and compliance with applicable federal, state, and local regulations. Questions are due October 13, 2026 at 12:00 p.m. Public opening and reading of proposals is scheduled for October 27, 2026 at 11:30 a.m. via Zoom.
