About this opportunity

The Florida Department of Transportation (FDOT) is seeking competitive sealed bids/proposals/replies for the procurement of the development of an Intelligent Transportation Systems Facility Management (ITSFM) Global Positioning System (GPS) Mapping System. The goal is to replace the existing GPS mapping hardware and software that has reached end-of-life, in order to simplify the data collection process, increase positional accuracy from sub-meter to sub-foot, enable seamless online or offline differential corrections, eliminate post-processing, and reduce contractor and FDOT administration costs. The selected vendor will be required to provide GPS hardware, GPS/GIS software, licensed user accounts, and Global Navigation Satellite System (GNSS) positioning-as-a-service licenses. Key deliverables include the development of an API for data transfer between Trimble Connect/TerraFlex and ITSFM, the integration of a laser rangefinder and electronic compass to measure offsets to ITS features, the automatic population of roadway name choice lists, the synchronization of data between Trimble Desktop and ITSFM every 30 minutes, and the provision of software monitoring and alert systems. Proposals are due by Thursday, December 21, 2023 at 9:00AM EST, and the contract term is anticipated to begin upon execution and be effective for six months thereafter, with potential renewal options.

The solicitation encourages small, minority, women, and service-disabled veteran businesses to compete, and includes provisions for Minority Business Enterprise (MBE) participation. No performance bond is required for this project, and it is exempt from the Information Technology Project Management and Oversight Standards. The awarded vendor will be required to engage with the FDOT to perform a risk assessment related to certain Florida Cybersecurity Standards within 45 days of award. Funding for this project will come from state appropriations, and the contract will be awarded to the responsive and responsible vendor with the highest cumulative total score based on the technical proposal and price proposal evaluations.
