About this opportunity

The Edwards Aquifer Authority (EAA), a political subdivision of the State of Texas, is seeking technical assistance to develop a hydrologic model and associated geographic information system (GIS) compatible feature layer to estimate effective recharge to the Edwards (Balcones Fault Zone) Aquifer. The EAA is requesting proposals from qualified vendors to produce a model that will estimate the quantitative contribution of recharge from land areas over the recharge and contributing zones of the Edwards Aquifer, incorporate recent geologic and hydrogeologic data, and be responsive to temporal changes in precipitation. Proposals are due by 3:00 p.m. Central Time on October 16, 2024, with an estimated contract award on December 10, 2024 and a completion date of December 31, 2026. The EAA will evaluate proposals based on factors such as experience with recharge models, hydrogeologic models of karst aquifers, developing hydrological-oriented GIS products, proposal quality, schedule, cost, and subcontracting plan.

The EAA is exempt from sales tax and will award the contract on a time-and-materials, not-to-exceed an agreed upon total Contract amount basis. The EAA strongly encourages minority and women-owned businesses (M/WBEs) to submit proposals, with a goal of awarding 30% of the total contract value to M/WBEs. The EAA has not identified any incumbent vendors or current contractors for this opportunity, and the budget range is not specified in the RFP.

Opportunity text

The EAA is seeking to obtain technicalassistance to develop a hydrologic model and associated geographic informationsystem (GIS) compatible feature layer for: (i) estimating effective recharge tothe Edwards (Balcones Fault Zone) Aquifer from conservation easements andproperties overlying the recharge and contributing zones of the Aquifer, (ii) aiding in the assessment of areas most suitable for conservation and enhancedland management, and (iii) evaluating the potential recharge benefits ofenhanced land management.
