About this opportunity

The City of Philadelphia Department of Planning and Development is requesting proposals for developing and delivering a training curriculum for Community Connectors placed at Neighborhood Advisory Committees, with proposals due October 13, 2026 at 5 p.m. Local Philadelphia Time and applicant interviews scheduled for the week of October 12.

The scope covers comprehensive curriculum development and delivery serving up to 24 part-time Community Connectors across eight NACs. Deliverables include at least two convening events (one mandatory orientation and one additional event), at least eight monthly training opportunities distributed evenly throughout the contract period, attendance records, and certificates of completion. Curriculum content must address outreach and engagement strategies, best practices for resident interactions, City of Philadelphia institutional structure and program delivery systems, professional development, and peer networking opportunities.

The contract value is capped at $30,000 fixed-price with quarterly invoicing upon satisfactory performance. The term runs October 19, 2026 through October 18, 2027 (one year). Local Business Entity certification and Local Impact status (employing Philadelphia residents or performing work within the City) are positive evaluation factors but not set-asides.

Applicants must hold active Business Income and Receipts Tax and Commercial Activity License accounts, obtain Philadelphia Tax and Regulatory Status clearance, and comply with the Philadelphia 21st Century Minimum Wage and Benefits Standard. Insurance requirements include workers compensation (statutory limits), general liability ($1,000,000 per occurrence and aggregate), automobile liability ($300,000 per occurrence), and professional liability insurance ($500,000 minimum). Proposals must be submitted electronically through eContract Philly only; the City will not extend deadlines or accept alternative submission formats. Successful applicants must submit Transparency in Business disclosures per Philadelphia Code Section 17-1402 if the contract value reaches or exceeds $99,000. The City retains discretion to reject all proposals, conduct negotiations, and make awards without notifying applicants of changes.
