About this file

This document is a Questions and Answers (Q&A) file for a Request for Proposals issued by the City of Philadelphia Department of Planning and Development for curriculum development and training services for Community Connectors. The RFP seeks proposals to develop and deliver a comprehensive training curriculum for up to 24 part-time Community Connectors placed at Neighborhood Advisory Committees across eight NACs. Deliverables include at least two convening events (one mandatory orientation and one additional event), at least eight monthly training sessions distributed throughout the contract period, attendance records, and certificates of completion. The proposal due date is October 13, 2026 at 5:00 p.m. Local Philadelphia Time, with applicant selection expected on October 16, 2026. The contract term runs from October 19, 2026 through October 18, 2027, representing a one-year period with no renewal options mentioned.

The contract is a fixed-price award capped at $30,000, with quarterly invoicing preferred but not mandatory; alternative invoicing schedules may be proposed upon acceptance of defined deliverables. All costs including meeting space, technology, refreshments, and participant scheduling must be incorporated within the budget. Applicants must be based in or have an office located in Philadelphia and must hold active Business Income and Receipts Tax and Commercial Activity License accounts. Local Business Entity certification and Local Impact status are positive evaluation factors but not set-asides. Insurance requirements include workers compensation, general liability ($1,000,000 per occurrence and aggregate), automobile liability ($300,000 per occurrence), and professional liability insurance ($500,000 minimum). The City will provide current program materials, subject-matter support, and may facilitate guest speakers from DPD and other City departments. Training delivery may be in-person, virtual, or hybrid at the proposer's discretion with no minimum number of in-person events required. The City considers this work a professional service and will not provide meeting space, participant technology, or translation and interpretation services, though some translation and interpretation support may be available as needed.
