About this opportunity

The South Dakota Department of Agriculture and Natural Resources (DANR) is soliciting proposals to develop a web-accessible Wetland Screening Tool and associated products, with proposals due July 9, 2026 at 11:59 PM CDT and written questions due June 10, 2026.

The deliverables include predictive wetland models specific to Level III ecoregions, a publicly facing interactive website displaying wetland location and extent across South Dakota with layers for county boundaries, topography, streams, federal lands, and restoration potential, data-sharing capabilities for flood and water quality modeling, machine learning for ongoing model improvement, and comprehensive training for DANR staff and program partners. The tool must integrate with Microsoft Power BI, ESRI, and Tableau platforms, and vendors must comply with South Dakota Information Technology Security policies including AES256 encryption for data in transit and at rest, multifactor authentication for hosted systems, Web Content Accessibility Guidelines 2.2 Level AA compliance, and browser compatibility with Edge, Chrome, Safari, and Firefox. Applications must be developed in C#, ASP.NET, MVC, UWP, or WPF frameworks. Data storage is restricted to continental United States data centers with no offshore access permitted. The State retains exclusive ownership of all data created.

Vendors may propose vendor-hosted, state on-premises, or state cloud-hosted Platform-as-a-Service solutions. The contract term is two years with an option for one additional one-year renewal at the State's discretion. Insurance requirements include commercial general liability of $1 million per occurrence, professional liability insurance of $1 million, and business automobile liability of $1 million per accident.

Cost proposals account for 500 of 1,500 evaluation points, with technical proposals comprising 1,000 points and solution demonstrations comprising 500 points. The anticipated evaluation timeline includes short-list determination by July 10, technical reviews July 15–22, demonstrations July 23–29, and award decision by July 31, 2026. The contractor is responsible for all service costs including third-party software licenses, hosting, maintenance, post-implementation support, and ongoing model updates. The agreement is contingent upon legislative appropriation and continued expenditure authority.

Opportunity text

The Department of Agriculture and Natural Resources (DANR) is the state agency responsible for the protection of surface water resources including wetlands. DANR collaborates with a number of local and federal partners to accomplish the goal of protecting the surface water resource including the Environmental Protection Agency, United States Army Corps of Engineers, and cities, towns, and counties throughout the state among others. Recent federal level events including the Sackett decision of 2023 and other actions have refocused federal protection of surface waters to only those waters that should truly meet the definition of WOTUS and thus, placed greater responsibility on states to protect their surface water resource. Through robust stakeholder engagement activities conducted in 2025 DANR found the regulated public and other interested parties agreed that an accurate, state-specific web-accessible map detailing the location of wetlands would be useful for numerous industries, local and federal government partners as well as DANR.
