About this opportunity
The City of Detroit Office of Contracting and Procurement, on behalf of the Detroit Police Department, is issuing a sole source procurement notice for the design, manufacturing, and delivery of customized commendation ribbons under Detroit City Code Sections 17-5-12(g) and 17-5-154. The procurement is limited to Wayne County and Detroit City jurisdictions in Michigan. The Detroit Police Department requires approximately 2,800 customized uniform ribbons manufactured in silk grosgrain material with specific color configurations featuring strong orange, vivid orange, and rain cloud blue patterns, with precise dimensions of 1.375 inches in length by 0.375 inches in width. The ribbons must meet law enforcement standards for design, durability, and professional appearance and are intended to recognize officers for outstanding service and participation in departmental initiatives, suitable for both ceremonial recognition and daily uniform wear. Respondents must submit a completed Respondent Questionnaire demonstrating at least three relevant project experiences from the last five years of similar size and scope, provide comprehensive organizational information including legal business name, entity designation, tax status, years in business, and employee counts, disclose any proposed subcontractors and verify their non-debarred status, and submit organizational charts and individual resumes for all key personnel. Questions must be submitted by Thursday, March 12, 2026 at 5:00 PM EST, and proposal responses are due by Monday, March 16, 2026 at 3:00 PM EST through the EUNA Bonfire online portal. All written responses received within seven business days after the March 6, 2026 publication date will be considered by the City of Detroit.
The sole source procurement is based on the determination that only one source of supply is available for the commendation ribbons required by the Detroit Police Department, with the incumbent vendor identified as Irvin H. Hahn Company located at 1540 Ridgely Street, Baltimore, Maryland 21230, selected based on the vendor's unique skills and customization capabilities. The notice does not indicate set-aside designations or restrictions limiting eligibility to disadvantaged enterprises or specific organizational types; however, respondents must comply with the City's Office of Inspector General oversight, including conflict of interest disclosure requirements under the City Charter and cooperation with investigations into waste, abuse, fraud, or corruption. Respondents must not have claims, lawsuits, or contract terminations within the last ten years and must provide detailed information about any prior work with the City of Detroit. The contract is structured as a one-time purchase with no renewal options and a total contract value of $8,500.00. The City reserves the right to modify services provided by the awardee, with any resulting changes in pricing addressed through contract amendment.
