About this opportunity

Palm Beach County Board of County Commissioners Purchasing Department issued Invitation for Bid (IFB) #19-066R/ZG for on-site repair services and OEM parts related to Detroit-Mercedes diesel engines and Allison automatic transmissions. The County seeks to establish a term contract with an authorized Detroit-Mercedes and Allison distributor and service center to provide emergency repair services at the Fire Rescue Fleet Maintenance facility located at 2601 Vista Parkway, West Palm Beach, Florida 33411. Services must be available 24 hours per day, seven days per week, with response times of 24 hours for standard requests and four hours for overtime and holiday requests. Contract pricing will be based on firm, fixed hourly rates and a single fixed percentage discount or markup from current manufacturer price lists for three OEM parts categories: Detroit OEM parts, Allison transmission OEM parts, and Mercedes OEM parts, in addition to a flat travel rate. The evaluation criteria weigh the standard hourly rate at 65 percent, three evaluation parts items at 10 percent each, and the travel rate at 5 percent. Qualified bidders must demonstrate financial capability, provide three professional references from similar work performed within the past three years, and furnish proof of current licenses and certifications for mechanics trained in Detroit-Mercedes engines and Allison transmission service and repair. Insurance requirements include Commercial General Liability of $500,000 per occurrence, Business Auto Liability of $500,000 combined single limit, and Workers' Compensation coverage in accordance with Florida Statute Chapter 440. Bids were due on September 19, 2019, at 4:00 p.m.

The County will award a 12-month initial contract with the option to renew for four additional 12-month periods under the same terms and conditions, subject to annual appropriation by the Board and mutual written agreement. The anticipated contract value is $150,000 over the 12-month term, though the County reserves the right to increase or decrease this amount based on actual requirements. No set-aside designations or restrictions specific to disadvantaged enterprises or particular organizational types are detailed in the procurement documents. The County reserves the right to supply replacement parts at its discretion and may add or delete service locations during the contract term. No incumbent vendors or current contractors are identified in the available documentation. The successful contractor must be capable of integrating with the existing Fire Rescue Fleet Maintenance operations and infrastructure at the specified location.
