About this opportunity

The City of Detroit Office of Contracting and Procurement, on behalf of the Detroit Health Department, is soliciting competitive quotes for IT Equipment to support the Birthing Futures Workforce Institute, a federally funded workforce training and employment initiative addressing maternal health disparities. The procurement encompasses thirty HP 15.6" FHD laptops with Intel Core i7-1355U processors, 16GB RAM, and 512GB SSD storage; thirty SwissDigital VACALLO 16" laptop sleeves; thirty Morpheus 360 Serenity Bluetooth wireless headphones; and one Tripp Lite 36-port AC charging cart storage station designed to support thirty program participants. Respondents must demonstrate a minimum of three years of experience providing IT equipment to businesses or governmental agencies and must register in the Bonfire procurement platform to access bid documents and submit proposals. The RFQ was posted on February 3, 2026, with questions due by February 16, 2026 at 2:00 p.m. EST and quotes due on March 3, 2026 at 3:00 p.m. EST. Award will be made on a low bid basis, with delivery expected within ten to fourteen days of receiving a Purchase Order. Respondents must submit required forms and affidavits including certificates of authority, disclosure of interests affidavits, non-collusion affidavits, and notarized Consolidated Affidavits covering hiring policy compliance, equal opportunity covenants, and political contribution disclosures. Upon award, successful respondents must obtain City of Detroit Treasury Clearance approval and active registration with the System of Awards Management (SAM) prior to City Council approval.

The procurement is available to all qualified vendors, with equalization credits ranging from one to five percent available to certified Detroit-based businesses, including Detroit-based small businesses, Detroit resident businesses, Detroit headquartered businesses, and joint ventures or mentor ventures holding valid Business Certificates issued by the City's Civil Rights, Inclusion & Opportunity Department. The contract award may not exceed twelve percent above the lowest responsible bid or $100,000, whichever is less. This is a 100 percent federally funded grant-funded project through an $900,000 Birthing Futures Workforce Institute grant awarded to the City of Detroit, with no non-governmental funding sources involved. Successful bidders must maintain comprehensive insurance coverage including commercial general liability of at least $300,000, workers' compensation insurance at Michigan statutory minimums, property damage insurance of $100,000, and cyber liability insurance of $1,000,000. The contract will be a City of Detroit Professional Services Contract and/or Purchase Order subject to Detroit City Council approval, with standard payment terms of NET 30 days from invoice receipt. Contractors must provide ISO 27001 certification or SOC 2 Type 2 Reports annually for data protection compliance and comply with all federal requirements including Davis-Bacon Act prevailing wage requirements, Copeland Anti-Kickback Act compliance, and debarment and suspension verification.
