About this opportunity

Valencia County, New Mexico, on behalf of the Valencia County Adult Detention Center (VCDC), is issuing a Request for Proposals (RFP #VCR-FY26-011) to procure comprehensive detainee healthcare services. The procurement seeks qualified companies to provide twenty-four-hour, seven-day-per-week medical coverage including physician providers, nursing personnel, mental health programs, on-site dental services, pharmaceutical services, laboratory and diagnostic imaging, emergency medical services, and electronic medical records management for a 28,760 square foot facility located in Los Lunas, approximately 20 miles south of Albuquerque. The facility, which expanded in July 2025, is designed to accommodate approximately 242 detainees with a current average daily population of 185. Key deliverables and objectives include establishing and maintaining all medical program components, developing comprehensive mental health programs, managing electronic medical records, coordinating off-site medical care, and ensuring compliance with National Commission on Correctional Health Care (NCCHC) standards, American Correctional Association (ACA) standards, and New Mexico Counties Adult Detention Professional Standards. Required qualifications include maintaining comprehensive general liability insurance of $2,000,000 per occurrence/$5,000,000 aggregate, errors and omissions coverage of $2,000,000/$5,000,000, and medical malpractice coverage of $1,000,000 per occurrence/$3,000,000 aggregate. Evaluation criteria are weighted across multiple categories: corporate experience (200 points), program personnel and staffing plan (500 points), mental health programs (400 points), medical program components (400 points), medical records and reporting (100 points), and detainee healthcare pricing (500 points), with pass/fail requirements for standards compliance and letter of transmittal. Critical dates include a pre-proposal conference on March 9, 2026, at 9:30 AM, a deadline for written questions on March 17, 2026, proposal submission deadline of April 2, 2026, by 2:00 PM, and anticipated contract award on April 23, 2026, with performance commencing May 1, 2026.

The contract term is two years with an option for an additional two years, not to exceed four years total, with the County reserving the right to unilaterally exercise the option based on contractor performance. The current annual contract value is $1,300,000 without New Mexico Gross Receipts Tax (NMGRT), with pricing calculated based on a detainee population of 175 to 185 individuals; offerors must propose costs for both the base period (May 1, 2026 through April 2028) and option years (May 1, 2028 through April 2030), with escalation allowed as either a percentage or fixed dollar amount. The incumbent provider is Road Runner Health Care Services, which has provided services since May 1, 2022. The contractor will be responsible for all medical supply costs, pharmacy services, off-site medical coordination, medical waste disposal, and all aspects of medical records management and confidentiality requirements. Proposals must be submitted electronically through Valencia County's Bonfire web-based solicitation software. No specific set-aside designations or restrictions on types of organizations responding were identified in the procurement documents provided.
