About this opportunity

The Florida Department of Transportation (FDOT) is seeking competitive sealed proposals for a comprehensive research project to develop Detailed Event Mean Concentrations (EMC) for transportation facilities, specifically focusing on nutrient loading and runoff characteristics of roadways in Leon County. The solicitation requires a contractor to conduct a four-year research study involving data collection at multiple sites, installation of monitoring equipment, and detailed analysis of nitrogen and phosphorus concentrations in pavement and greenspace areas. Key deliverables include proposing data gathering locations, installing monitoring equipment, developing EMC evaluation methods, and producing comprehensive research reports at various project stages. The proposal responses are due on April 18, 2025, at 9:00 AM EST, with contractors expected to submit progress monitoring reports every six months. Evaluation criteria will likely include the contractor's research methodology, technical approach, qualifications, and ability to meet the project's scientific and environmental assessment objectives.

The contract opportunity has several important restrictions and compliance requirements for potential bidders. All proposers must be registered in the State of Florida's MyFloridaMarketplace system and out-of-state corporations must be authorized to do business in Florida. The solicitation includes specific compliance mandates, such as adhering to Title VI of the Civil Rights Act of 1964, which prohibits discrimination, and avoiding companies on the Scrutinized Companies Lists for Sudan and Iran. The total maximum budgetary amount for the contract is $500,000.00, with potential renewal options for up to three years contingent upon satisfactory performance evaluations and fund availability. Bidders must also be aware of strict communication restrictions, including a prohibition on contacting agency employees between the solicitation release and the 72-hour period following the notice of intended award. The project aims to challenge existing assumptions about nutrient generation and provide more accurate environmental impact assessments for transportation infrastructure.
