About this file
This document is a Questions and Answers (Q&A) addendum for a Request for Proposal (RFP) issued by the Florida Department of Transportation (FDOT) for the "Detailed Event Mean Concentrations for Transportation Facilities" project. The RFP seeks a four-year research study with Bid No. DOT-RFP-25-9064-DG, scheduled to open on Friday, April 18, 2025, at 10:00 AM EST. The project involves collecting 10 samples at each location type, including urban areas with characteristics such as edge of pavement, grassed median, and storm sewer system outfalls. The consultant will be responsible for selecting sampling locations that make operational sense, which FDOT will then review and approve, ensuring each site represents a single land-use with no off-site contributions.
The Q&A document clarifies key project details, including sampling parameters (TN, TP, and potentially TKN, Nox, NH4-N, PO4-P if cost-feasible), permit requirements (FDOT will provide permits if needed), and sampling site specifications. The project requires coordination with FDOT and the Florida Department of Environmental Protection (FDEP), with a minimum of three sample stations for each roadway land use type. The public meeting will be held in-person, and the consultant must follow FDEP requirements outlined in the Applicant's Handbook Vol. 1, Section 9.22 and Chapter 62-160, F.A.C. While specific budget details are not provided in this document, the project aims to develop comprehensive environmental impact assessments for transportation infrastructure.

SOLICITATION:
• Questions and Answers provided below:
Question 1
Will the Public Meeting be virtual or in person?
Answer 1
In-person
Question 2
Would we need to get Right of Way or other permits for installation equipment?
Answer 2
FDOT will provide the permit, if needed.
Question 3
Can you provide the complete parameter list you want tested for the samples?
Answer 3
TN. TP
If cost feasible – TKN. Nox. NH4-N, PO4-P
Question 4
It is noted that the project duration Is 4 years and that 10 samples are required.
Are the 10 samples over the entire 4-year period?
Answer 4
10 samples at each location type, the length of the project was to ensure that there was enough time to obtain the samples needed for FDEP acceptance.
See Applicant’s Handbook Vol. 1 Section 9.22
Question 5
Exhibit A Scope of Services Task 1 Sites: For the sampling site characteristics listed in the RFP, should samples be collected for each site features listed under each site type? For example, for the urban area will that just be one sample per event for an urban site that has the characteristics listed or would it be 4 samples per event with samples collected for rainfall, edge of pavement, grassed median, and outfall of storm sewer system? Please clarify as this will impact costs.
Answer 5
10 samples at each location i.e. 10 samples at Edge of pavement to represent roadway land use, 10 samples at grassed median, etc.
Question 6
Does FDOT want any duplicates or replicates for each sample location type? That is, will FDOT expect multiple sample sites that represent “Urban areas” or just one?
Is the bullet under Task 2, “Minimum of three or more sites with this land use category depending on the variability of the land use category”, is implying? That we will need multiple, i.e., 3 sample stations for each land use type? Please clarify.
Answer 6
We interpret this as 3 sample stations for the roadway land to use. However, this is an FDEP requirement, see Applicant Handbook Vol.1 , Section 9.2.2 and Chapter 62-160, F.A.C
Coordination with FDOT and FDEP may be necessary prior to selection of locations to obtain concurrence.
Question 7
Does FDOT have any sampling sites in mind or will the consultant need to identify sites from scratch?
Will FDOT provide GIS and/or as-built plans for proposed sampling locations?
Answer 7
Consultant can select locations which make operational/logistical sense to their data collection. FDOT will review and approve locations and provide any records needed.
Locations must represent a single land-use. No off-site contributions from adjacent properties.
